“Red Boots” is not the superstitious type. She has never seen a ghost or experienced apparitions but the “Boots’” grandmother was obsessed with reading tea cups – in the days when they had real tea leaves in them. She would see all sorts of things and no, before we start on this, she didn’t drink anything, except a tipple or two on Christmas day, and that too was an “experience” in itself.
However, I clearly recall her telling me one day that we were about to meet a very great leader – at the age of eight and being extremely skeptical, I remember saying “yeah right.” About six months later New Zealand’s Governor General of the day and his entourage walked in. On a farm, this stuck way up the back of a metal track on the Kaimais.
Every day since then I’ve religiously read the cups…so here’s what the “cups” have being predicting this week:

th South Pacific SMS symposium – attendance was light but the quality of analysis led by
Geraint Bermingham of
Navigatus Consulting, was superb. As a direct result of this programme, and a briefing session lead by Pacific Blue, the RAs (collision alerts), which were a major issue around Queenstown airport, have dropped to virtually zero – this is big bucks for everyone concerned and critical for those using RNP technology. Another major problem identified was the GA taxiway to hangers. This has now being modified to reduce the number of hazards. So good on you QMUG. A big thank you to those members of the GA community who worked with us on this issue.

Interesting that the British Government and ADS Group, the major aerospace organisation in the UK should, this month, release ‘Reach for the skies’, the industry and government growth partnership to show how, by working together, they can secure the future of the UK aerospace industry. As we progress Strategic Directions 2016, this is exactly the sort of arrangement we are keen to secure with the NZ government.

EMS and NASO – after further discussions, the OIA request has been narrowed to cover three areas:

The development of the Standard and the role of Government agencies.

The implementation of the recommendations from the AARG

The decision to proceed with a relational contract for 2013 and beyond. We don’t disagree with “relational contracts,” but our experience has shown that such contracts must be established in an open and transparent environment to withstand any legal challenges.
NASO advised that they are unlikely to be able to respond before 20 August at the earliest and then there are further potential delays since they have to work in conjunction with both ACC and the health agencies.
Ambulance New Zealand advises that the amendments to V1 of the joint standard should be finalized very soon.
Telarc have commenced making contact with the companies who require an audit to retain their NASO contracts and are part of the AIRCARE™ programme.
Flight Training – we are in active discussion with the MoE and TEC to encourage them to attend conference. Major briefing papers on all issues are due out next week, so look out for these. We’ll be using this as the major “go forward” document from conference as it brings all the issues together

We have again been in contact with IRD about GST on training. We’ve received the attached response but will keep on the case.
“GST cross-border issues are a high priority on the Government’s tax policy work programme, particularly in relation to business to business neutrality. To this end, policy officials have been working on proposals that will allow non-resident businesses to register for GST in New Zealand and claim GST refunds in appropriate instances. They currently anticipate these changes will be included in a tax bill introduced to Parliament later this year. Assuming these changes are included in a future bill, and you wish to comment on them, you will of course be welcome to make a submission to the Select Committee considering the issues.”
